First look at the difference between the height of the heel compared to the sole of the shoe.
Choose a heel with a platform, this alleviates and lessens the angle at which your foot hits the ground.

Take a look at your foot. If you have a wide foot, you may want to go for sandals and not closed toe. If your feet are narrow, you may find them slip through open-toed sandals.
One other tip is taking your heel and placing a ziploc bag in each one filled with water, then place it in the freezer over night. This will stretch the shoe naturally and definitely help with any tightness.
